Something seems kinda fishy about this but pistol laws always confuse me as the laws aren't exactly intuitive...

Unless he built a Romanian kit on a pistol receiver... but if he went through the trouble to get a pistol receiver why would he stick with the normal 16" barrel? And can you keep the stock on a pistol if the barrel is 16" or longer? I'm not trying to call the guy out or anything it just made me raise my eyebrow when he said it was "modified and registered with the ATF" since you can't legally modify a rifle into a pistol.

The guy doesn't know what he's talking about. There's no ATF registry for pistols.

He definitely doesn't know what he's talking about.

There is a overall length (OAL) restriction on rifles as well as the barrel length restriction.

Maybe if you don't meet the overall length. If you're swapping out the stock or doing work on it that's fine, just don't take it to the range and start blasting away without a stock on.

Back to my original question though, if you have some sort of pistol carbine (pistol AR, GSG, AK, etc. whatever) and you have a 16" barrel on it, can you put a stock on it?

I think so, but you cant go back to a pistol. I'm sure someone will correct me if I'm wrong.

Only thing I can think of is maybe he had a builder put a kit together for him on a US made pistol receiver and it was transferred to him as a pistol on a 4473. Another thing is the MI pistol registry. Even if you have your CPL you have to take fill out some forms and bring it into the sheriff's to a "safety inspection" aka registration. I'm about ready to call this dude out though but I don't wanna get banned, MGO is touchy about shitting on people's FS threads.
