Would you be able to switch this psu out?

    If its made within 2005 i think he can. for the longest time dell had proprietary power supplys. the connectors to the motherboard were not the typical ATX standard. but i belive that they finally switched to the atx standard.

    they are standard, if the screw holes line up and the size is the same - yes you can swap it with any atx psu

    Non-standard, but his stock 250w PSU will work fine. The difference isn't that watts are what's needed, rather just stable voltages. Manufacturers inflate that for some reason to cover their ass, but ironically EU's usually swap in a shitty PSU.
