World phone only means that it will work in a lot of different countries. As for extra fees; they're probably going to rape you. You need to call T-Mobile and inquire about using your phone in Korea.

I was looking on Helio's website and it says it has free international text messaging and is only 10cents a minute out of korea

edit: and t-mobile says its 1.99 per minute and at&t says 2.29. this blows.

In Korea are you going to need to make calls to other people in Korea, or back to the US? If you need it for making calls inside of Korea, you could always just get a new cellphone service while you're over there. You'd save a lot of money sticking to a landline for calling the US.
