How would I go about getting a C&R For the state of Georgia?
C&R's are issued by the ATF, they aren't specific to a single state, you can buy a C&R firearm from any state and have it shipped directly to your front door.
You need to request the proper form from the ATF, fill it out, send a copy of the application to the chief law enforcement officer of your area (usually sheriff), and pay the $30 fee to the ATF. If you pass the federal background check you'll have a C&R usually in under a month.
Forms can be found here, http://www.atf.gov/dcof/index.htm You want F7CR. Order a couple, you'll probably fuck up the first one, I did.

How much does he want for it? You can buy them brand new for $300 local in most places. I paid $295 out the door for mine, and it's got the factory +2 extension on it.
After shipping + transfer you could probably get a new one for around the same price.
are you considering tax as well?
edit: academy sports doesnt even list any HD models on their website. i may call a few places monday.
Typically shipping + FFL is more than the tax on a non-expensive gun. Mine was $295, including 6.5% sales tax. Maybe I was just lucky and get it cheap.
if i can get him to do 235 shipped, ffl will bring it to 260 they're 290 @ academy and then i'd have to buy a synth stock set & a +2 extension AND a barrel since all they have is 26 or 28" wood guns
I think the Remington factory +2 is around $80 by itself.
that's my point
if i buy this one, all i have to get is a longer barrel for the field.
