    If one has a copy of Windows XP Pro which appears to be OEM (Just shrinkwrapped cd with small manual) is it allowable under Microsoft's licenses to install the same copy/license on a new pc if the previous one is formatted?

    you can always try and see what happens. I think their policy is 1 install per machine, so technically they should let you install another copy, but the licensing system now is more intelligent and might deny you being able to activate windows if it has been activated on a different pc already. When you go to activate, and it deny's you, they should list a phone number to call. If you give them a call and explain, they will give you a new activation code or whatever.
