Windows xp home restrictions

    I have a computer with two user accounts. One account is the administrator account which only users with a password can login to. The second account is not password protected and any user who sits at the computer may use it.

    I want to keep this scheme, however, I want to lockdown the non-password protected account so that users can only use internet explorer and have no other ability on the account. (no access to other programs or even the hard drive)

    It will be used for a rented condo. Whoever is staying there that week will be able to browse the net and thats it. With windows xp HOME edition I don't have the ability to open the users and accounts mmc to edit the group policy.

    Is there any software that can help me do this?
