My arms were 10" @ 120lb two years ago. I was doing 3x10 @ 15/17.5/20lb back then. Yours are big compared to mine.
and what are they now?
They are 12.5" @ 160lb now. They were 14" @ 155 before I injured my arm 8 months ago, but I dont think I'll see that again for a long long time.
15" would be a good size for a girl.
and Im bigger than most of the people in this place.

I'm 5'6" and have 15" arms last I checked. 15"s by OT standards are "girly arms" . People around me make comments all the time about my arms

I think that's good especially considering your weight and height.
For those at a height of 5'10" or shorter, IMO an inch for every 10lbs is pretty good.
