Why doesnt the federation invest in cloaking

    They didn't have any cloaking devices because it was against the some treaty they had. That is one of the reasons why the Pegesus was kept a secret (as well as the phase clock :) )

    I don't really remember, but didn't they explain it on the show with the ship phased into the asteriod?

    Basically something to do with the fact that they signed a treaty agreeing not to develop cloaking technology. And they agreed to this treaty because they were not strong enough to fight a war, therefore it was a strategic move. But then they went and did it anyways.

    Just like some contemporary nations have to agree not to work on nuke/chem/bio weapons because they don't have the military strength to say fuck off, and of course they go work on them in secret.

    The Enterprise in the series finale of TNG had a cloak. And warp 13. And a big ass shotgun strapped to it's belly. :eek3:

    Yeah, in that ep they mentioned a treaty. That's why they were going to get in trouble for testing that device.
