I figure if I'm ever carrying, I would be wearing my IDF fatigue shirt, would a shoulder rig conceal better than an IWB?

I wear one often. Don't buy cheap crap though as those do suck. Get a good leather one with good straps and you can wear it all day long with no problems. The cheap nylon ones get uncomfortable. I use a Galco Miami and usually my XD45 Tactical.
As for concealment over an IWB, depends on your body type. It's just as good or better IMO than IWB. I carry mine under a suit, wind breaker, 5.11 vest or safari shirt everywhere and especially if I am constantly in and out of a car or driving for long hours at a time.

Quality shoulder rigs can be reasonably comfortable. I have both a Galco Miami Classic and a Mitch Rosen. Of the 2, I like to Galco better. It takes a little time to get used to, and to get it adjusted properly, but mine is so comfortable, I'd forget it's there, except for the weight.

The downside is if the weather changes, or go inside a well heated store, you can't take off your coat.

The cheap nylon ones rub and have a sharp edge on the strap that chaffes like crazy. They are a fits-all kind of design.

The best ones are leather, have a hinged center part in the back so that all four straps can move independantly, the straps over the shoulders are wider and are moulded for the gun. With the Galco and other high end models you also have straps to attach to the belt that are removable. I don't use them. Also I prefer having a dual mag carrier/cuff carrier on the other side to balance out the weight. I wear mine usually for 10-12 hours with no discomfort but have oftentimes had to wear it for as long as 2-3 days, sometimes sleeping with it on.

If you are going to get one, stay with Galco, Hume, Alessi, or other high end/custom makers. If you can find a custom holster maker to make you one to fit your body, then you hit the jackpot. My Galco will be retired around xmas time as I am going to have a new one made to fit me from the ground up with everything I want but I expect to spend an easy 4 or 5 bills for it. Probably someone like Mernickle.

Sweet, the one I have ordered is a bodyguard from alessi. I'm hoping it'll be easy to conceal a p99 under an open button down shirt with it. I don't think it'll be too bad.

To draw from a shoulder rig you have to muzzle sweep your arm unless you are shooting someone behind you. Muzzle sweeping is bad, especially while drawing.
