10/100 Hub or a 10/100 Switch and why? On a limited budget, so keep that in mind. trying to connect about 15 users to an existing network.

a hub has a 100Mbps backbone that is SHARED. Only one machine can send/receive at a time, and they all have to share. In addition, all data goes through all ports.

a switch has a much larger backbone. a switch can sustain multiple 100Mbps transfers at one time because connections go only over the ports that are neccessary. When port 1 needs to talk to port 5 it can do so, and ports 8 and 2 can talk at the same time. Increased speed is the easily-noticed gain.

Jolly hit it on the head. In almost all cases Switch > Hub.

definitely (or a "router" like linksys/d-link/etc, the ports in the back are switched)

especially since a hub and a switch are about the same price.... I'm surprised they're still selling hubs, actually
