where you live? what type of terrain you wanting to find? it really depends on the area. I am in the Phoenix area and sometimes have to drive an hour or more to get a good trail ride in :-(
I like in winston salem NC, just moved there a while ago.
not really looking for crazy rocks or anything, more just mud
Search for public land that you're allowed to operate a vehicle on.
You don't look for places, you make em.
and this is why our trails are closing...
no trails in NY.., not legal at least... kinda sucks...
Join a truck club
Ask at the local 4x4 shops
Ask a guy with a muddy truck
Make a friend with a farm
Get on a website like Pirate 4x4
Dirtopia.com is a good wiki style reference, more focused on the western states though.
From what I've seen in MD, VA, PA, NJ a very tiny portion is state land that you can use, another small portion is permissable land in which you need specific permission from the landowner to ride his property, and the vast majority of the land is state owned no-mans land for infrastructure (pipelines, power lines, unbuildable land, etc.
All the land I ride has been found via word of mouth. It's difficult sometimes.
BLM office. Book store.
Drive till I see dirt road.
Turn on dirt road.
