Dual layer drives have been out for a couple months now, but media is still grossly overpriced($15-20 per disc). I'd stick to a drive from LG personally.
Divx players are out there, I believe Lite on has one.

NEC 2510a <-- Cheapest 8x dual layer/dual format burner on the market as of right now since the 12/16x are coming out.

You should be able to find the nec 2510a from 70$ and up.

What you linked to is a combo pack.
1 piece of Dual Layer media
    8 pieces of DVD+R media
    1 piece of DVD+RW media
That is not 10 pieces of Dual Layer Media!
Dual Layer Media is still running about $10 apiece.
