Probably a noob question but I constantly hear of people bulking up and then cutting. From my understanding bulking is just putting on as much muscle as possible and cutting is to tone the muscles.

Bulking is pretty much when you eat as much as you can and lift hard and cutting is after when you "cut" out all the fat in your body like doing cardio while still lifting.

there is no such thing as toning. you are either building muscle (bulking) which requires putting on more fat. to see more of the muscle, you need to reduce the amount of fat you have on your body (cut)

to gain the mass and size you want, you usually need to take in as much calories as you can to provide your body with more than it needs to repair the muscles. this translates into unburned calories which are stored as fat, so you get bigger but you also gain fat. once you reach the size you want, you stop stuffing yourself and focus on reducing the fat to see the muscles you just built.

it is possible to gain mass and stay cut, but you will not grow as quickly or as efficiently or gain as much mass as you would if you were eating everything in site

    In a nut shell:

You bulk to put on as much muscle as possible. Problem is that to put on as much muscle as possible you need to eat like a mad man. Often, while putting on this extra muscle you also put on a certain amount of fat because of the excessive caloric intake from eating so much.

So then you go ahead and cut. In the process of cutting, you ideally want to retain as much of that built muscle as possible but cut most of, if not all of the fat. Usually though, you do lose muscle by cutting, but its kind of a 3 steps forward, one step back type thing.
