Customer's last webmaster didnt make bail apparently.

Looking at 5 years. Thus, he was fired.

Dude wont give anybody ftp or cpanel access to his clients.

So if I can make this happen I'm looking at picking up almost 40 new clients.

What can I use to rip a website if I dont have any other access to it. :o

if it's running off PHP or something like that, you're only going to be able to save the static pages from the website.

i've used http://www.httrack.com/ in the past

maybe contact the webhost and offer to take over the account or something? or get the files? it's not like he'll be making payments for it while in prison..
