    For an 82mm hoya's are like 150+, Tiffens 70+, and Sunpak 40

Can you really tell the difference between them?

The main difference between the cheaper ones & better ones is the amount of light transmitted through the filter.

With an AF camera you obviously want a circular polariser, most of them have many layers coated on the glass to do the polarisation with the least light wasted & optical distortion.
