the tires on my truck are covered in a brown sort of hazy layer of ooze...

    NOT black...

what do you suggest for cleaning them? is engine degreaser too harsh???

can I just spray it on, let it sit, scrub them with a brush, and then put on something to make them shine?

Try Westley's Bleche Wite, it'll clean them right up. I use it every now and then when my tires get faded from the sun or whatever.
