Avisynth will do the trick and it's free! For some reason, their old site seems to be down...

Windows Movie Maker which comes with XP.
Avid has a free verison called FreeDV http://www.avid.com/freedv/

    Zwei-Stein Video Editor http://www.snapfiles.com/get/zweistein.html
I list this sololy because I found it at Snapfiles.com, but it says you can work with up to 256 video, audio and still image clips at a time. The interface looks old as hell though, looks like something Win95 puked up.

Well, for anyone using a video editor for the first time and wants something fairly easy to use and doing simple cuts, Window Movie Maker is a simple choice.

But for anyone that wants a really good editor and has the drive to learn and do all kinds of stuff, I would suggest Adobe Premiere... its a great application that can do all kinds of transitions, effects and practically hollywood quality editing.
