I just bough a car and it has been neglected for a long long time. The paint is horrible and clear coat is peeling all over the car. I need to remove all the clear coat and rewax the car. What is the easiest way to remove all of the clear coat?

Clearcoat isnt wax. Its sprayed during the painting process after the base is laid. AFAIK, there is no way to strip JUST the clear, and even if there were, you'd regret it. Clearcoat != wax. Without it, your paint is flat.

clear coat is what makes your paint shiny. you can sand it down for the most part, but its hard to JUST do that. you will end up having to strip off a lot of the paint, then respray the paint, and then spray a few layers of clear coat over that.

you should take it to a shop, because you obviously dont know what you are talking about
