My cardiovascular system is crap? Is deep water running any good or should I just stick to running outside on pavement. How can I make my lungs stronger?

pump air into your lungs via an air hose and a compressor.

i think water running wouldnt really work because of outside pressure being put on your lungs?

The development of endurance is associated with functional specialisation of the skeletal muscles, particularly the enhancement of their strength and oxidative qualities, rather than improvement of cardiorespiratory ability.

Yoga breathing (trumpet players use this too). Learn how to take a complete breath.

Cardio, start off with a steady pace. When you're up for it, HIIT.

Not an expert, but from what I gather, this works.

It isn't your lung capacity that's holding you back, it's your muscles ability to use the oxygen that they're supplied with.

    Just run/swim/bike/whatever more.

Hey I wasn't joking! Most people only use a small portion of their lungs and breath pretty inefficiently. One of the only times anyone will take a complete breath is before they sneeze.

Check out this excerpt from an article on The Yogi Complete Breath and learn to breathe like this while doing cardio or before a big lift.
