I want to buy a friend of mine a handgun for her graduation but my cop buddy said that it is a felony to do so and that it is a straw purchase. Anyone have any knowledge on the subject?

I THINK it's purchasing for someone that is not legally allowed to own a gun...someone under 18/21 for handguns, someone with a felony..etc.

I happen to agree with that. I personally would never do that.

Do gun shops sell 'gift certificates'??

I guess it's not as spontaneous, but you could always take her to a gun shop and allow her to pick it out, 'purchase' it (background check, sign the form, etc...), and then you pay for it. Perhaps take her under the ruse that it's something new for you, you want her input, blah blah blah ... then let her pick something she likes.
