Just got this little beasty with my 3000+. Keeps it pretty cool (113F after running for a few days) and is pretty damn quiet.

Dunno if it's the "best", but I like it. :)

Thermalright SP97 and a 92mm fan. Something that moves around 45 or so CFM should be a good balance of noise vs performance. Or if you are or would like to be deaf, you can look at the Delta 92mm fan that moves 110CFM at an ear splitting 55dB. The Delta will make quick work of heat and small children that wander too close to the intake. If you do go with a higher flow fan, I'd recommend a fan controller of some sort.

The thermaltake silentboost k8 is all copper heatsink and an 80mm fan that moves about 28cfm. It's really quiet though, what i'm going with for my athlon 64. My case also has a single 120mm fan on the back so i am hoping it's quieter than my previous PC. previous had 2 80mm fans on back and one on front lol. Very loud with CPU volcano7 cooler haha

Everything I've heard and read says that Zalman is the best.
