And is there anyway to reduce / get rid of it? I've just been noticing it when a scene is dark or when there's a lot of one color in a single area but with different shades (especially noticeable when they show the walls in a room inside and such).

Is this the dvd player, tv settings, something that happens when they encode the dvd?

Well there is probably either something going wrong in the decoding process by your dvd player (more likely) or it could be that the error happened when the movie was originally encoded to mpeg2. Do you have a friend's DVD player you could borrow and try the same test?
