What are the brands I should avoid? So far I've heard about Tiffen, Hoya, and B+W. I'd say $25 is the most I'd want to spend on a filter, what brand should I go with?

B+W UV filter is a little out of that range.. they're your best bet IMO.. They're $35cdn in my store

No idea what kind of CPOL filter you'll get for that amount, 52mm CPOL from B+W is $120

although, a quality set of 52mm filters will come in handy if you ever get a 300 f2.8 [52mm drop in rear]. or even the 400 or 500 as well. all 52mm drop ins.

I found a three piece Tiffen set on Amazon for $25 w/pouch. I think I'll just pic them up and see how I like them.
