Particularly business-related photos: photos of construction workers, house cleaners, furniture movers, etc.

I'm willing to pay a membership fee as long as I can use the photos in their inventory without watermarks.

If you buy a stock photo do you gain FULL rights to it?

Could I put a stock photo model on a billboard, for example, as long as I had paid the $5 fee to download the pic?

i think it varies from site to site depending on their TOS but generally you should be able to put it on billboards..business cards...use as logos etc.

you probably wouldn't have the right to resell it (for example) unless you pay more..i think ive seen some stock photo sites that have different pay structures depending on what you intend to do with the photo

With most places there are definite restrictions about what you can do. Some limit the number of times you can use a graphic element in a certain context (number of posters, etc.)

It's easy enough to Google "stock photos" and check out the professional-looking sites, read their TOS, and Google some reviews.
