My friend's computer has been turning ON by itself. I've never heard of this problem before, I was hoping someone here did and knew the solution.

Yes, but he claims to be disabled. It kept turning on by itself all night long. He thought there might have been a problem with the power switch so he removed the cable from the motherboard - problem persists.

He says he removed the ethernet card. Dunno yet if it's doing it or not since we are both at work. He'll know if the problem continues once he gets home. Anything else that could be causing this or is it a Wake On Lan problem?

    Do you get brown/blackouts?
Check in the Bios for for an option to tell it what to do in case of lost and regained power, my options in there are "Turn on, Stay off, and Automatic."

And within the BIOS you can also have it turn on at a certain time everyday.
