Ok, I've got a network of about 40 users I support. We are in a windows 2000 env., and do our own web hosting and have our own unix based mail server.

As of recent, our email has been delivered out of order, if at all, and our web access has been VERY slow. So, I did some troubleshooting, and when I take our webserver offline, our email is instant. I'm running IIS, any idea what could be happening here?

I would do some networking monitoring of the IIS machine to make sure that it isnt infected with something and flooding your connection. Start with a simple netstat on the IIS machine.
