How heavy of editing will you be doing?

If you're talking about basic cut and paste, Nero Vision is pretty simple to use.

It comes with the Ultra versions of Nero.

Stay away from Nero 7 though.

I have Nero 6.6 and it's super simple on just about everything.

Too bad Final Cut only works on Macs

AvidFree: as its name suggest it's free, and is pretty high end for a free program.

Of course there is also Windows Movie Maker that comes with XP. I wouldn't say it's high end but it's easy to use.
