So I've been doing web development for a while now, and someone I know wants me to take over their website because their current web developer hasn't touched the website in over a year. Now when I take it over, will I be able to take the work that the previous developer did and expand on that? Or do I need to create my own site? Since he paid for the service already, the web content is his, right? Can the developer say "I built the site, so you can't take it over. You'll have to make your own"? Also, how would I go about obtaining the information (IP address, username, password, etc) from the hosting company?

depends on how the content was licensed. MOST of the time you buy the content. However, contracts vary.
