If I connected my PC to a touchscreen monitor, and installed the drivers for touchscreen, is it that simple to have touchscreen?

Yes, I've done it before with Microtouch screens. They're not very expensive, and its as simple as installing a driver for Linux, Windows or OS X. They're not quite as cool as you'd expect, but are kinda nice.

Yeah, my company uses integrated Micro Touch screens. 17" is awesome but still would rather have a mouse.

20" is better! :) They go well with mice, actually. Sometimes its nice to point, usually you want to click. I have a 19" sitting here I haven't even hooked up...
