My internal HDD in my MacBook is currently using 87.98 GB, but the external drive I use with Time Machine is only using 69.58 GB. How is this possible? Wouldn't the Time Machine volume be significantly larger if it's constantly archiving?

Depends...do you have it backup and archive everything on your computer? You may need to check the settings of what it is supposed to be backing up.

There are no options other than choosing whether or not to backup while on battery power and whether or not to warn when old backups are deleted.
