no, why would you say that? the chief of naval operations tapped him, personally, to create the infamous seal team six way back in 1981. some don't know but it was a completely black operation. the members were processed out of the military. he fully created the unit and developed it's operators from the ground up amongst complete and utter secrecy, by himself...in one years time, fully operational. the man is a highly-decorated war hero who is virtually the father of modern counter-terrorist operations. sure, delta force came some ten years earlier...but even they wern't on the same level as 6 back then. those dudes had two half-days off a year. every single other day was committed to training around the country if not on a mission somewhere. shit is bananas.
although not everyone agreed with the way he ran things sometimes, or recruited 6's inital operators...one has to admit he got the job done and exceeded everyones expectations tenfold. he then went on to create red cell to test the security of military and government installations. after repeatedly embarassing high-ranking officers and government officials he was sometimes the subject of a false plot against him.
personally, i think the people who don't like him are just jealous that he's so damn good at what he does. and if you ever meet him or are even in his presence you'll see he's not what most naysayers say he is. he's not an asshole, just set in his ways.
I am only 50% sure here, but he is most likely U.S. Special Forces. They typically dress and groom themselves to blend in with the local culture; this helps when training the local military of the particular country they are in.

dude was/is a badass. I would have loved to serve with/under him. He did everything he expected of his own guys.
I went to the Navy SEAL museum in Ft Pierce FL and met some of the people taht were in the Rogue Warrior books. I noticed they had signed the log book there and I asked the museum curator to point them out and if it was ok to talk to them
FWIW, I saw the "Rogue Warrior" video game for PC's at WalMart today. Seems that project has finally gotten on the shelves.
