So I just got my B+W CP and it spins then I feel resistance as if the two rings are not aligned right, then that would pass and feel resistance again as it rotates some more.

My Hoya spun more smoothly than this, I thought B+W would be very smooth and pleasant to use. Do I have a lemon at hand?

You feel the resistance and fine glass dust (my best guess) when its rotated regardless of if it's on cam or not.

It's worse when it's on the lens. When you rotate the CP counter clockwise behind the camera, the threaded part that connects to the camera keeps on overtightening. Since the rotating part doesn't freely spin, some of the energy that is used to spin the ring is transfered to the threaded ring.
