I am looking at a set of new wheels that I would like to buy, they are beat to crap and are chrome with peeling parts. My plan was to strip the chrome and powdercoat them. With that being said, what is the best way to strip chrome? Would sand blasting do it?

    Sand/bead blasting will do it.

Your powdercoater will refer you to a blaster, or maybe can do it himself.

i wouldn't recommend you trying to do this yourself. some sort of media blasting is the way to go. A plater can probably tell you where to go.
