How do you improve a picture like this? I'm guessing a better time of day would help with lighting. I haven't done any post processing either and really wouldn't know where to begin.

nothing about that picture catches the eye... there is NO subject. Just a busy street snapshot.

So a scene like this of a car show in a downtown can't really be improved on?
I guess nothing is really supposed to "catch your eye" in a scene like this since the scene is the subject. I have no clue I was just posting something other than an astrophoto for some CC.

Try to avoid taking pictures at your eye level.

If you were trying to show the busyness of the place you'd want to get as little open space as possible in the shot. Try to get some altitude too, it'll look more interesting.

And there are traffic lights poking into the shot as well as cars and other things.

Traffic lights at the top I understand, but cars? Come on its a car show ever heard of them? hehe

Anyone care to say why eye level is not good? Is it just because you can tell its eye level and some people don't like that or what?

Looks like you walked along and fired off a test shot.

    What about the cars?

Eye level is an all too familiar perspective.

The owner(James), studied abroad in Japan for 10 months or something.

That's a "wakaba"/new driver magnet. I don't know why he wants it on there, but he does.
