I have a strange noise coming from my video card's fan. Its a rattling buzzing sound that occurs every 2.5-3 seconds.

    It's a PNY Nvidia GeForce FX 5200 128MB PCI.

 - What should I do?

If it is still under warranty, I would contact PNY (by phone or online) and request an RMA. If not, there are various aftermarket heatsinks/fans/heatpipes for most video cards. You should definitely get it replaced before it goes altogether.

That happened on my Geforce 4 ti 4600. The buzzing went on for a few months before the fan stopped altogether. I think there are safety features built in to protect the card from overheating but you'll still want to get the fan replaced ASAP.

Something you could do as a temp fix, is try cleaning out the fan. This shouldn't
be used forever, as everyone has already stated it needs to be replaced. But this should help keep you safe, until you get around to it.
