what are the rest of the steps? I got a new HD because my other one died. I plan to install Linux on this. After I install the HD do I just put the disk in and start it up? Ant help would be great...thanks

Wait, what are you trying to do? Just put Linux on the new drive? If so, yup, just put in the disk and follow the installer along.

will anything bad happen if I start up the computer with the new HD without an OS installed?

No, nothing at all will happen. It'll give you the usual bios messages like you always see when you boot up and then it'll say something like no valid system disk found and sit there until you do something.
