If your ISP is selling you a static IP address, that's what you get. What are you trying to do, avoid an IP ban on some web site?

on XP you can use ipconfig in the command line or download this (tihs is also used by 2k): wintipcfg

in 98/ME you can type winipconfig into Start->Run

However this will only work if you're not behind a router and you ISP is giving you a dynamic IP address

No, it's not possible to change a static IP to a dynamic IP. You'll have to talk with your ISP. You could always get a router, which will issue dynamic IP's to the rest of the nodes on the network, but your router will still be given a static IP address. That is, if your ISP assigns you one in the first place.

Your only option would be to find and use a good proxy server.

Thats Dynamic DNS...thats different. If he has a static IP he doesnt need a dynamic DNS service.
