    for S/VCD?
    Then use TMPGEnc
but a suggestion, if you to plan to make this split movie into a S/VCD; after splitting it run it through TMPGEnc the normal encode way to clean it up again. Don't ask me why, but I've had problems in the past if I didn't.

I second the vote for VirtualDub. It will do just about anything you could possibly need. Split movies, combine, change compression format, and much much much more.
