Okay I know SOHC vtec is nothing special but I also know it's not suppose to make your car slower when it kicks in. What can cause this? Incorrect timing? exhaust manifold too small.

    I just did a mini-me swap
    d16y8 head / head gasket + d15b7 block + tranny
    p28 chipped ECU
    AEM adjustable cam gear
    d16y8 timing belt

i removed the oil jet plug from the block.

When vtec kicks in, doesn't matter if its SOHC or DOHC, if it bogs. its most likely your fuel delivery system is f'd up, or your timing is way off.

I do see you have cam gears.. I would check that first.. Also, ECU could be deffective also.. try finding a stock single slam vtec chip plug it in and see if you have the same issue.
