I have to implement a data validation service that requires SOAP to connect to the remote source. I have never programmed in SOAP is it an intuitive language? easy to pick up?

I did this a year or two ago as a project for class. We used PHP as the server-side language, and used SOAP to connect to remote web services. It's fairly simple and straightforward.

Check out Perl and the SOAP::Lite module, or the Java SOAP tools. I was able to write a simple SOAP server in Perl, and both Perl and Java clients for this service in a single day. I believe the .NET tools for SOAP are also good.

SOAP is just a remote procedure call abstraction. You call SOAP->function() and get the return value. The pain in the ass is WSDL and the rigorous specifications of what should be a simple thing.
