    It think "Persons in the military service of the state or of the United States" implies while "on duty" or while "acting in an official capacity." Otherwise they could have just said "Members of the US Armed forces" or similar.

    You would think that, but you can't "add" things to the law or laws can not "imply". They have to be cut and dry.

    I think if they intended it to be that they would have added "while on duty". Or some other clause like they did the DOD Contractors.

    It seems weird because the qualifications for military to be exempt are 1 line. Yet the police qualifications are a paragraph. :mamoru:
