And i've never really had an issue with chest, abs or shoulders. The problem is biceps and triceps. I have small arms to begin with and no matter how much i worked, they were defined, but never got bigger. Any help would be appreciated.

I would say eat more and do more "mass building" exercises.. for instance, instead of concentration curls, do barbell curls and cheat barbell curls. Concentration type exercises build your peak, at least in the case of biceps, while mass building exercises build overall mass and size. There is obviously overlap between the 2 different styles, but if size is your goal, I would go with more mass building and less concentration. Also, aim for exercises which targer all 3 heads of the tricep and 2 heads of the bicep (2 or 3, not sure on that one) instead of exercises that target each head individually.
