    I thought a PR-24 was bad.

    It seems like a last resort system, I mean if a taser and mace fail and an officer is in combat where a gun would be difficult to draw or shoot . . . still a baton would be well suited.

    The only advantage I can see as you said it takes two hand to control one limb, there are two hard pieces on either side of an ankle or wrist, one could use the leverage to inflict massive pain if not a broken joint. Then again I'm not sure how much that will do if a taser and mace have failed.
