Are they synonymous? I was thinking its more like what baited suggested.

You guys think I could get away with a blazer, jeans, dress shit/ argyle sweater, and some black converses?

What's the occasion? I see no problem in a pair of raw jeans (although, not some super worn ones, I mean some near new, dark jeans), collared shirt, blazer, and dressy shoes. I would go with a dark brown or maybe even black leather shoe.

I also think that many people can pull off a collared shirt, tie and jeans. Some can't though :dunno: I think it looks better when the tie is loosened and the top button on the shirt is undone.

    depends on the occasion.

Work kind of function I'd go collared shirt, pref french cuff decent pants and dress shoes.

Might be able to get away with decent jeans, dress shoes and collared shirt.
