Cos a cop carrying one on duty is better than a citizen carrying one CCW after the weapon has legally been sold through a FFL.
Almost as bad as NJSP destroying their P7M8's rather than resell them and have them go to "civilians".

The 226 was never intended to be sold in the US to civilians initially. It was going to be a law-enforcement-only pistol for some reason. It was kind of like how Speer and some other companies mark their stuff LE Only, but it's up to the actual dealer to decide if they want to sell to civilians. It's retarded, but plenty of companies do it. Colt is another. They mark their shit, "Law Enforcement Carbine" but don't do anything to really stop their rifles from being sold to anyone who wants to buy one. Probably the biggest example, though, is the Remington PSS. They, for some reason, DID NOT want those sold to civilians. I think they still put on the pretense of those rifles being LE Only, but don't really care anymore.
Another thing to think of is when Dept's buy guns there are some taxes and other fees that get waived. So unless the seller dealer wants to pay those, they keep them LEO only. It could also just be a dept policy.
I also thought LEM models had a different MSRP compared to regular civilian verions
