you definitely shouldn't be cutting...but you also don't want to be on a eat-everything-in-sight bulk either.

I'd try to stick with a solid diet a few hundred cals over maintenance per day, and lift hard.

The Water type is the most Ying of all the elements. They are the least physical or outward of the types. An accumulation phase for a Water type would consist of licking a dried prune 10 times.

In the long run a clean bulk will do you better now than trying to lose the bodyfat you have.

Do not cut. There is no point in cutting if you have no muscle underneath to show off.

Bulk, but do not start excessively eating everything you see. Do a nice clean bulk that is low fat and high protein... However take in a good 600-800 cal's over maintenance while lifting your fucking ass off.

Do not be stupid and think that bulking gives you an excuse to have taco bell and pizza hut everyday. Eat smart and eat regulated or you will just get fat.

it's more like eat enough to gain muscle but keep fat gains to a minimum.

adding muscle and dropping fat is not likely to happen.

you need to find the amount of calories above maintenance where you can make decent gains without packing on the fat. It could be 400 cals per day over, it could be 800...you have to experiment.

To elaborate on what i said earlier though, you don't want to be on an all out, eat everything bulk like some people, you don't have the body type for that. Your body can only make so much muscle so fast, so if you go crazy with the calories you're just going to end up adding lots of additional fat with the same amount of muscle as if you had been a little more careful.

Finally, don't get into the mindframe that because it's "clean" you'll build muscle and "dirty" you'll build fat. If you eat 2000 calories over maintenance in eggs and chicken breasts, you're still going to add fat to your body. However, eating healthier foods generally makes it easier to control your calorie intake and still stay full, because they are usually less calorie dense than most "dirty" foods. Plus, eating healthy will always be better for your general health.

If I were you I'd cut. It depends a little bit on how confortable you are with your body. If you hate yourself because of how fat you look then you should start cutting. If you don't give a fuck about how you look then you may as well keep bulking... but personnaly, I would cut.

when you have no significant muscle base to cut down to, it's not really cutting, it's called "going on a diet"

I think, skinny fat people in general, think that they can bulk and work out and get big. Unfortunately, they still don't have control over their diet so when they don't see muscle under the fat that they previously accumulated, they get frustrated and quit. I personally recommend cutting first for a month or two just to control your diet and learn how to judge your intake. You can also begin his workouts lightly so that he could learn the proper form. This wouldn't be the best way to lose fat and gain muscle but I think it's the best way to learn your limits and control your diet first, being that diet is the number one factor of how you look.
