serious FPS problems, any ideas?

    I've been struggling for a while with this problem, and even gave up for a while, but I really want to get this figured out now. Heres what I have..

    1.6ghz P4
    512mb ddr ram
    GeForceFX 5200 Ultra AGP
    XP Home
    Newest NVIDIA drivers, although I've tried a bunch of different ones
    Newest BIOS for card
    Freshly reformatted computer

    The problem is with Counterstrike (STEAM). I'm running OpenGL in 640x480, with ALL of my fps settings maximized, and all video settings on performance. I can only hold 100fps while I have nothing on screen, as soon as I hit find servers it drops down and searches between 30-55fps, sometimes going as low as 20fps. In-game I get about 50fps if I'm lucky. I am 200% confident that it is not a console-command that is wrong.

    Any ideas?

    do u have current chipset drivers for ur motherboard?
    is ur os patched fully?
    is ur video card (or anything else) overclocked?
    what do u have running in the background?

    My old machine which was 1.4 athlon, had a gig of ram, and Geforce 2 Ultra, i never saw anything below 60fps. It's kinda hard to believe that my old geforce 2 ultra outperforms your 5200 ultra fx.

    what if you turn up the resolution, are you decreasing FPS as well..

    I've noticed with my GF2 GTS I can get the same FPS (sub 100) in 800* as with 1024...try turning up the res

    and it's locked at 127FPS just for people saying I am hitting the max, I can tell this cause when I look in a corner, it goes up that high

    also try running something like 3DMARK and check if you get #'s the same range as other people with the same card

    it goes higher than 127fps, I've hit over 160 several times

    go to console and type

    developer 1
    fps_max 500
    net_graph 1

    and watch them fly

    I've tried unsuccessfully to overclock it, when I try to flash the bios image I get this error "No NVIDIA display adapters found." But if I boot to windows and go under display adapters its right there..It's at 250/500 right now

    No. CS is the only thing on my 20GB hard drive

    The computer I'm on now has:
    Athlon XP 1800+ (1.53ghz)
    480mb ram
    integrated GeForce2 gpu
    and a SHITLOAD of programs/junk

    and i get 100fps consistant, no dropping.
