    Scan them at a lower resolution than what you did. you gotta remember that when magazines print, they use almost a dot-matrix for laying down the ink. when you scan an image printed in this way at high resolution, you're going to be able to see those dots.

    all i really did was a despeckle and a dust and scratches filter in photoshop.

    Hope that helps a little

    Scan them at a pretty large setting (500% or more) Then run gaussian blur to get rid of the dots. Then size them to your liking and maybe throw an unsharp mask on them
