So could be wrong in some of my terminology or understanding, but this what is happening.
For 3 or 4 weeks now, after a certain time at night, my ping/latency skyrockets. The difference to me seems that at night, the routing table changes. Before 8 pm’ish, when I ping in CMD to an ip, lets say in TX, I get in the 50’s. But after 8’ish, same IP , I get 250+.
When I do a tracert, I notice that after 8, I go through a ceratin IP maintained by SBC/AT&T in philly.
When I call my ISP(comcrap), they tell me “once your signal leaves our servers, we have no control”.
I have tried reaching SBC/AT&T via phone, impossible unless I have an account(need a correct account number or you get nowhere).. no replies from emails I have sent.
Is there a way I can exclude that IP in my routing, so that my signal will by-pass it? Or does anyone here work for SBC/AT&T?

No. You have no control over this nor does your ISP. It is switched at the WAN side. The only way to bypass it is to go through a proxy, but that just adds another, possibly slow hop.

You have a better chance of getting blood from a stone than getting a resolution from them.
