noticed of late a few of my photo's going a bit pixelly in places after a resize. (though not evident in the raw->jpg original)

slightly to the left of centre in the pinstriping

    roofline

pondering if I should be using something other than "bicubic" ie, sharper/smoother/bilinear or next neighbour

it's because you've pushed the colours into saturation, toyed with the contrast too much or you're saving it in a lower colour depth or with less quality.

that actually looks like the kind of performance I'd expect out of a GIF image.

all that was done generally prior to the conversion to jpg except a curves adjustment and unsharp mask (then a resize and another unsharp mask)

    doesn't appear on the 3xxx x 2xxx "developed" jpg

I'd understand if it were more predominant through out the entire picture.. however, even without the save to a lower quality for upload.. it appears after resampling the image within photoshop.

people are just generally using bicubic? kmaybe when I sober up tomorrow i'll sample them against eachother

btw, are they watermarking for you guys? I added offtopic.com to the exclude list.. but appears as though they are to me.
